Zakir Mahmood is the Chief Operating Officer at TBM Inc. He brings over 25 years of leadership experience spanning federal and private sector consulting, enterprise modernization, financial strategy, and technology innovation. Known for forging trusted relationships with senior government leaders and aligning mission goals with scalable, data-driven solutions, Zakir is pivotal in delivering TBM Inc.’s most complex and impactful transformation initiatives.
Zakir leads with a visionary yet practical approach to change: driving enterprise strategy, Agile governance, and financial planning across high-stakes environments. At TBM Inc., he has directed strategic programs at the USPTO, FDIC, TSA, FAA, USPS, and other major agencies, where his efforts have modernized business operations, IT solutions, enabled cloud migration, optimized operations through FinOps, and supported national mission continuity under crisis conditions.
A certified PMP, CGFM, CSM, and CBRM, Zakir is an expert in integrating business and IT strategies, building enterprise architecture, and deploying financial performance frameworks that support resilient, compliant, and future-ready operations. His leadership has resulted in measurable outcomes, such as over $1B in agency cost avoidance, acceleration of cloud transformations, and the successful modernization of portfolios exceeding $2B in investment.
Before joining TBM Inc., Zakir held leadership roles at ICF and Grant Thornton LLP, where he led enterprise-wide initiatives for multiple cabinet-level agencies. He holds an MBA in Finance and Strategy from George Washington University, an MS in Information Systems Engineering, and a BS in Electrical & Computer Engineering from George Mason University.
